Where to find information on a WTO-related question:
Ministry of Foreign Trade and Economic Cooperation (MOFTEC)
China WTO Notification and Enquiry Center
Division of Enquiry and Technical Assistance
Fax: (8610) 6519 7340
Website: www.chinawto.gov.cn/article/articleview/216/
How to access the enquiry point:
Currently, enquiries may be made via fax or the internet. The
Division of Enquiry and Technical Assistance will fax an enquiry form
to an inquirer or the form may be downloaded
here. MOFTEC has
developed a website devoted to WTO-related information,
www.chinawto.gov.cn, however it is
currently only available in Chinese.
Information provided by the enquiry point:
MOFTEC has indicated that the enquiry point will identify the laws,
regulations or other measures that apply to the inquirer's situation
and will identify the appropriate government body where further
information may be found. In accordance with China's WTO commitments,
MOFTEC's internal regulations require the enquiry point to respond
within 30 days (45 days in special circumstances with written
justification for the delay). In the first two months of operation,
the enquiry point received over 200 enquiries and answered the
majority of them within 15 days.
U.S. Department of Commerce Resources:
The Commerce Department operates a Trade
Compliance Center, where U.S. companies can report concerns with
China's WTO-related measures as well as market access problems and
trade or investment disputes arising from business operations in
China.
Fact
sheets, providing information on industry-specific reforms to
which China has committed, and guides
to doing business in China, as well as
China's
WTO Accession Agreement, can also be found on the China Gateway
website.
Other resources for information on China's WTO-related measures:
In addition to checking with China's enquiry point and the individual
ministries that it identifies, there are other resources where
information on China's measures can be found. For example:
- The Beijing University Law School offers a subscription service
to www.lawinfochina.com, which
provides English translations of China's laws, regulations and other
measures, cases and judicial interpretations, legal news, treatises,
and law review articles, as well as other information and news on
the Chinese legal environment.
- The Chinese State Information Center, a Chinese central
government agency, maintains copies of some of China's measures, as
well cases and judicial interpretations, at
www.ceilaw.com.cn. Its contents
are primarily in Chinese but it includes some English translations.
- The www.law-lib.com website also
collects Chinese laws, regulations, and other measures. It will
email daily updates of newly promulgated regulations as well. The
website is only available in Chinese.
