WHAT'S NEW

Closer Economic Partnership Arrangement (CEPA)

The Hong Kong-China Closer Economic Partnership Arrangement (CEPA), signed last June by the respective governments, covers three broad areas -- trade in goods, trade in services and trade and investment facilitation.

Under CEPA, beginning January 1, 2004, 273 Hong Kong products will be exempt from tariffs when exported to the Mainland. By January 2006, all Hong Kong products will enjoy zero tariffs upon aproval of applications from Hong Kong manufacturers.

Also, beginning January 1, 2004, the Chinese mainland and Hong Kong SAR will roll out a series of trade facilitating customs policies under the framework of CEPA. As of January 1, the Mainland customs and Hong Kong customs will use the same entry and exit cargo inventories for road transportation.
